Nicotine River - puzzling/bonkers nic policy

Thought id post this as a heads up, as its the only time ive seen a policy like this when trying to order nic from a supplier overseas
Recently i thought about ordering some more nic, as my last order, from Liquid Barn, is down to less than one 50ml bottle in the freezer.
The change of supplier from Liquid Barn isnt anything negative in any way, its in the top 2 of the smoothest nic ive ever had, but i thought id try Nic River due to reviews from others. They further went up in ranking for me as they also are one of the few suppliers ive found who also sell palm based VG, which i was looking for as i miss sweeter VG.
So off i went, thinking id do two birds one stone with them, and tried to order my usual nic level - 500ml of 100mg/100% PG (+ 500ml of VG)
I got as far as the shipping stage of checkout before i got a message about them being unable to send the order due to a hazardous goods policy
Never having seen this on my nic buying travels, i first wondered if id missed maybe ticking a nanny state regulatory box about the "dangers of nicotine" or some other kind of disclaimer, but no, i had done it right
I forgot about it and as oftens happens, days later i got one fo those "we've reserved your cart" emails
So i sent them an email:
Today i got this reply:
So theres a few takeaways from this:
1) Nic River wont sell/ship anything internationally over 59mg, which is pointless to a full time experienced diy'er
2) They will ship it via a forwarder...which would up the cost on the freight forwarding AUD$14/USD$10...and then Aus Post's ShopMate forwarding is at least AUD$27 to forward home...so AUD$41 shipping
So...
Nic - AUD$37/USD$28
Frieight - AUD$14/USD$10 - 1st freight (forwarding) step
AUD$27.90 - 2nd freight step (lowest shopmate tier/fingers crossed because they calculate it only when it arrives at their location and so its subject to change)
Total - AUD$78.90
For 500ml of nic....
I will point out to them theyre not likely to get a lot of takers from OZ...with those figures
3) They didnt understand i havent actually paid them for anything and yet want to refund "my order"
So this is a heads up, Nicotine River, at least for now, should prolly not be on your shortlist of nic suppliers
Im off to tell them i dont have a completed order in, again, and they dont need to give me money....

Id buy the VG AND Nicotine from you , except when i try, it tells me you wont ship Nicotine to me in Australia due to some Hazard nonsense...and ive bought all my nic from the US in the past....

I left the VG in the cart while trying to figure out why i couldnt check out..when i removed the nic it would go further...sadly i need the nic too
Im having to look elsewhere sadly

Today i got this reply:
Hi Adrian,
We can only ship internationally if the Nicotine is 59mg and below and your cart doesn't contain any flammable flavors. You also must use a US forwarding address; we've been using Velox Intl in New Jersey. You may contact them directly and ask for Benjamin, he's the owner. We do not declare the package as anything else, and once a package has left our facility we are no longer our responsible, due to it going internationally. If the package is declined by customs and returned to us, when we receive the package back at our location we will then refund you for the products you purchased. For the order you placed I will have to either refund you for the nicotine or I can cancel and refund the whole order. I hope this was helpful please let me know if you have any more questions.
